Police arrested a man from Otsu, Shiga, on tuesday.

Reason for Arrest : Obstruction of Duty for calling Emergency Number 110 more than 12,000 times.

The man is called Hisao Sumitani, age 61. Mr. Sumitani admitted the charges placed upon him by police after receiving warnings from authorities to stop doing it.

Apparently, Mr. Sumitani would dial 110 and then proceed to shout into it when the phone operators are online. Apparently, he dialed 110 for 12300 times from December 2006 to September 2009 doing the same old thing non stop.

He was also reported of dialing 119 for more than a thousand times, where 119 is the number for Otsu Fire Department. This phone troll was finally arrested in September 30th, 2009, when he refused to comply with the police in stopping his prank calls on their fourth visit.

The police also said that this entire case is ridiculous. I can already guess why~
